Rezolv Energy commissions Romania's largest new wind project in a decade

Rezolv Energy, a company backed by Actis, has commissioned Phase 1 of the VIFOR wind farm in Buzău County, Romania. At 192 MW of installed capacity, it is the largest wind project brought online in the country in the past ten years.

When Phase 2 is completed in 2027, VIFOR will reach 461 MW, placing it among the largest onshore wind farms in Europe. At full capacity, the project will generate enough electricity to power more than 270,000 households and avoid approximately 540,000 tonnes of CO₂e emissions annually.

The commissioning comes at a pivotal moment for Romania's energy transition. Wind capacity grew rapidly between 2010 and 2015 before development stalled. Today, the country has just over 3 GW installed, while its National Integrated Energy and Climate Plan targets 7.3 GW by 2030. Phase 1 of VIFOR is a significant step toward that goal. It also marks the start of a new wave of large-scale wind projects expected to cut emissions and strengthen Romania's energy security.

Phase 1 comprises 30 Vestas EnVentus V162 turbines, each rated at 6.4 MW, with a tower height of 166 meters and a rotor diameter of 162 meters. Vestas also served as the engineering, procurement and construction (EPC) partner for this phase.

The first phase was inaugurated at an event attended by Romanian government representatives and local community members. It follows the opening in May 2026 of the 225 MW St. George solar park in Silistra, Bulgaria, Rezolv's first project to enter operation.

Phase 1 secured up to €291 million in financing from a consortium of eight financial institutions. The lenders are coordinated by Erste Group, UniCredit Group and the European Bank for Reconstruction and Development (EBRD), alongside the International Finance Corporation (IFC), Intesa Sanpaolo Group, OTP Bank, Raiffeisen Bank International and Garanti BBVA Romania. Phase 2 has additional facilities of up to €331 million, largely provided by the same lenders.

On the commercial side, the project is supported by six long-term corporate power purchase agreements (PPAs) with T-Mobile Czech Republic, Slovak Telekom, CE Colo Czech Republic, Bekaert, A2A and Etem Gestamp. Together, they cover more than 350 GWh of clean energy per year.

Rezolv Energy has a 2.8 GW portfolio of large-scale renewable projects that are operating, under construction or in advanced development across South-East Europe. In Romania, the pipeline includes:

  • Dama solar project (Arad County): 1.3 GW, set to become the largest solar park in the European Union once fully operational. 

  • Dunărea East & West wind farms (Constanța County): 600 MW.
